Budget Continues To Fund NASU Young Scientist Programs

Budget 2020 saved funds for the “Supporting the Development of Priority Research Areas” program, which allowed 36 research programs for young people to continue.

As the academician explained, the research laboratories for young people are a group of young scientists from 3 to 5 people who submit a project to the competition, and this project should relate to the priority of the latest research in line with the global trends. A group of young people in the competition can receive from 600,000 UAH to 1 million UAH. The laboratory can receive up to 1 million UAH per year for 4 to 5 people.

“Compared to what it was before, it is very important because, first of all, it allows scientists to have a decent salary, sometimes even more than that of their senior colleagues. What is important, one of the conditions of the competition was that these studies be based, among other things, on international cooperation. In 2020, the number of these young scientific groups was increased to 36: 9 laboratories and 27 groups, which cover 133 young scientists from 40 NAS institutions in Ukraine. Prior to quarantine, this program gave scientists the opportunity to participate in international events. We funded such a program in 2018-2019, and young scientists viewed it very positively. And if these 300 million were taken away from us, then all these young laboratories that had already started operating would have to be closed, ”said Zagorodni.

Now, according to him, from the priority research support program, 22 million UAH are spent each year to support teams of young scientists. In 2021, it is planned to increase this funding to 24 million UAH.

Zagorodny said they were grateful to members of the government, the Verkhovna Rada Committee on Science Education and Innovation, the Budget Committee, who listened to the scientific community and saved funds for priority research in the budget.

In addition, according to him, the fact that each year the state reduces the basic funding of the National Academy of Sciences, NASU institutions are forced to work for 80% of jobs. The budget program “Support for the development of priority areas for scientific research” (KPKVK 6541230) allows research teams to receive additional funding through the competition.

“For example, we have several projects in our Institute for Theoretical Physics named Bogolyubov, and more than half of our employees now have 100% jobs, as well as the possibility of some encouragement,” said Zagorodni.

Now, according to the vice-president of the National Academy of Sciences of Ukraine, due to the announcement of restrictive measures, most of the academy institutions that can work remotely have switched to this working format.

He also noted that NASU employees who are at risk due to their age may take unused vacation leave.
