Cultural values and war: CIPI explained why the Hague Convention is important for Ukraine
The adoption of the law on the accession of Ukraine to the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict is an extremely important step in the context of the current armed aggression of the Russian Federation .
This was stated in. and. about. Minister of Culture and Information Policy Svetlana Fomenko, according to the government portal.
“I am proud that we have achieved what we have been talking about for so many years,” said Fomenko.
It should be noted that the ratification of the Second Protocol to the Hague Convention on the Protection of Cultural Property in the Event of Armed Conflict of 1954 broadens and considerably strengthens the responsibility for crimes in the field of the protection of cultural heritage in the event of conflict armed. In particular, the document establishes additional restrictions on the application of the principle of “military necessity”, introduces the institution of “enhanced protection”, regulates the criminal prosecution of crimes against cultural property.

In addition, it provides for the protection of cultural property in the occupied territories, because during the armed conflict, any use of this property is prohibited if it can lead to its destruction or damage; any illegal export, other seizure or transfer of ownership of cultural property; any archaeological site, unless it is exclusively necessary to protect, record or preserve cultural property; any modification or change in the use of cultural property the purpose of which is to conceal or destroy evidence of a cultural, historical or scientific nature.
As noted, the Verkhovna Rada, at a special meeting on April 30, adopted the law << Sur l'adhésion de l'Ukraine au Deuxième Protocole à la Convention de La Haye pour la protection des biens culturels en cas de conflit armé de 1954 >> (bill n ° 0036).
