Hospitals that have contracted with the National Health Service of Ukraine and receive funds for medical service packages regulate doctors’ salaries themselves.

At the same time, the NSSU noted that due to the COVID-19 pandemic, some hospitals are not temporarily accepting patients for planned operations or consultations. For this reason, the payment mechanism for two medical services packages, which previously provided for the payment of treated cases, has been modified.

“Since the planned operations, consultations on two packages (therapy and surgery) have been canceled, a different payment mechanism is provided. We have made changes to the Cabinet resolution, and hospitals will receive funds regardless the number of patients receiving medical services. They will receive funds for the first three months (from April 1 – editor’s note). We understand that the situation is difficult due to the pandemic, and these hospitals will receive a global budget and a delay in keeping medical records until July 1, “said the NSZU.
At the same time, the National Health Service has noted that this payment model does not apply to priority service packages, including medical care during childbirth, neonatal care, treatment of acute stroke, treatment of acute myocardial infarction, early diagnosis of cancer. In these cases, payment will be made during the provision of medical services.
In addition, in the NHA, it has been reported that from the 2020 budget for coronaviruses created under the 2020 budget, which amounts to 64 billion UAH, 15 billion UAH is provided for payments to hospitals that provide medical care for patients with COVID-19.

As reported by Ukrinform, on April 18, Health Minister Maxim Stepanov said that the salaries of doctors and medical staff working with patients infected with coronavirus should increase to 300%.
At the same time, the media reported that some doctors had received an advance in April, the amount of which could indicate that the total salary should be lower than it was before the increase.
