The Cabinet of Ministers published Decree No. 247 “on the specifics of granting housing subsidies” dated March 25, 2020.

According to the decree, it is prohibited to cease providing housing subsidies for the quarantine period in the cases provided for by the regulation on the procedure for the allocation of housing subsidies approved by the Cabinet of Ministers of Ukraine of October 21, 1995 n ° 848, except for circumstances excluding the possibility of providing housing subsidies (family relocation or death of a single person).

“Ensure that the issue of allocating a housing subsidy for the next period to all households having received a housing subsidy during the heating period 2019-2020 is taken into account, without citizens asking for subsidies to housing, without applying the requirements of paragraph 78 of the Regulations on the procedure for the allocation of housing subsidies, approved by the Council of Ministers of Ukraine of October 21, 1995, No. 848 “, indicates the document.

The calculation of housing subsidies for the quarantine period will take into account social standards for the use of public services such as centralized water and sanitation, hot water, gas and electricity for household needs (except heating) increased by 50% (social standards in which the subsidy is provided) for the payment of housing and communal services established by the paragraphs by resolution of the Cabinet of Ministers of Ukraine of 06.08 . 2014 n ° 409).

The introduction of May 1, 2020 until the first day of the month following the month of the end of the quarantine of the mandatory minimum payment for services consumed up to 20% of the average total monthly income of households has been delayed. Housing allowance should be granted to citizens dismissed from work during quarantine, in accordance with paragraph 1 of the first part of article 40 of the Code of Labor Laws of Ukraine and registered with the employment service as unemployed .

In addition, for all households that received a housing subsidy during the 2019/2020 heating period, a subsidy for the next period should be allocated automatically.
