The Ministry of Community and Territorial Development has developed a universal directory for consumers of housing and collective services, “The ABC of the consumer”, which explains the basic terms and standards of legislation in the field of housing and collective services.

“A universal guide for consumers of housing and communal services within the ministry has been developed as part of a communication strategy to explain the reform of housing and communal services in Ukraine.” The consumer alphabet “explains the basic terms and standards of legislation in the area of housing and municipal services,” the statement said.
The manual contains information on the choice of a contractual relationship model between service providers and consumers, the form of management of an apartment building, the specifics of OSMD operation, consumer protection, etc.

“The information will be useful to those who want to know how to choose an energy auditor, what information should appear on the invoice for utility bills, how to enter into agreements with service providers or file complaints for poor quality utility services” , noted the Ministry of Regional Development.
As indicated, in 2019, the Ministry of Community and Territory Development developed a communication strategy to explain the reform of housing and communal services in Ukraine and an action plan for its implementation. The main tools for implementing the strategy are the conduct of information campaigns in the areas of reform: “I am the responsible owner”, “I am the intelligent consumer” and “I am the economic owner”.
