In Ukraine, almost half of the regions are not ready to proceed to the second stage of lifting the quarantine restrictions imposed in relation to the coronavirus.

Thus, according to the Ministry of Health, the regions of Volyn, Dnepropetrovsk, Donetsk, Transcarpathian, Kiev, Lugansk, Nikolaev, Poltava, Rivne, Khmelnitsky, Chernivtsi are not ready to lift the restrictions.
In addition, the quarantine restrictions cannot be lifted by Kiev.
The inability to take the next step in lifting quarantine restrictions is explained by a high incidence (the total number of new cases of COVID-19 in the last 7 days per 100,000 people), high occupation beds in medical establishments and low coverage of the population with coronavirus screening tests.
As noted, the Cabinet of Ministers decided on May 20 to switch to an adaptive quarantine model from May 22 to June 22.
This document provides for the weakening or cessation of anti-epidemic measures in the regions on the basis of a decision of the regional commission for technogenic and environmental safety and emergency situations (fuel and energy and emergency situations) .
The decision is made taking into account the assessment of the epidemic situation and the presence of three signs in the region at the same time: the incidence should be less than 12 people per 100,000 people; bed congestion in health facilities designated for the hospitalization of patients with COVID-19 confirmed disease should be less than 50%; the average number of PCR tests should be more than 12 per 100,000 inhabitants in the last 7 days.

According to the Ministry of Health, from June 1, it is allowed to resume the work of fitness centers (except for group lessons of more than 10 people), the activities of educational institutions in groups of 10 people maximum . Also since June 1, interregional transport is authorized.
Since June 10, in regions with weakened quarantine, full-fledged work in cafes, on-site restaurants, the work of cultural institutions, as well as hotels and inns are allowed.
From June 15, resumption of air transport is planned.

Quarantine in Ukraine was introduced on March 12.
At 9:00 a.m. on May 22 in Ukraine, 20,148 laboratory-confirmed cases of COVID-19, of which 588 were fatal, 6,585 patients have recovered. 442 new cases were recorded per day.
