The government has obliged the Ministry of Digital Affairs to operate the “Act at Home” electronic service, in particular the information system for epidemiological monitoring of the distribution of COVID-19, which is part of the service.
This is indicated in the resolution of April 22, 2020 No. 291 “amending certain acts of the Cabinet of Ministers of Ukraine”, which amends the government decree of March 11 “on preventing the spread of acute respiratory diseases COVID-19 caused by coronaviruses in Ukraine “SARS-CoV-2. “
“The Ministry of Digital Transformation, in collaboration with the Security Service, to ensure the functioning of the” Act at Home “electronic service of the web portal of the State’s unified electronic services, in particular the epidemiological surveillance system for distribution of COVID-19, which is part of the service, “said resolution No. 291 of 22 April 2020.
By the same act, the Cabinet of Ministers authorized the processing of the personal data of the persons identified by this resolution as subject to self-isolation or observation (isolation). This right belongs to:
- medical personnel of health establishments – concerning the introduction of this information system;
- public institution “Center for Public Health of the Ministry of Health of Ukraine”, public institutions of the epidemiological profile of the Ministry of Health, Ministry of digital transformation – concerning the surname, first name, patronymic of a person, the date of birth, place of isolation determined by a person, place of registration, place of residence, information on means of communication (telephone number), place of work, study, brief information on the state of health;
- social protection organizations for the population – concerning the surname, first name, patronymic of the person, sex, date of birth, place of isolation determined by the person, place of registration, place of residence, information on the means of communication (telephone number);
- The national police, the national guard – concerning the surname, first name, patronymic of the person, date of birth, place of self-isolation determined by the person, place of registration, place of residence, information on the means of communication (telephone number) to monitor compliance with the self-isolation regime and in relation to people who have violated quarantine rules, sanitary and hygienic, sanitary and anti-epidemic rules and standards defined by this resolution.
At the same time, the Ministry of Digital Affairs should provide information on the State Unified Web Portal of Electronic Services, the information systems of the Ministry of Internal Affairs and the National Police, the information systems of the Ministry of Health, the public institution “Center for Public Health of the Ministry of Health of Ukraine” and the security service.
As noted, in a March 11 resolution, the government ordered the Department of Digital Transformation to develop an electronic service by April 5, 2020 using the mobile application of the state’s unified electronic services web portal to allow monitoring of self-isolation and / or observation (isolation) by persons subject to self-isolation or observation. (isolation).

The March decision stipulated that the information would be entered into the appropriate electronic service with the consent of the data subject.
On April 13, 2020, the Verkhovna Rada approved changes to the legislation, which allowed the processing of relevant personal data and the exchange of information between the competent authorities. This is provided in particular by subparagraph 1 of paragraph 2 of section II “Final and transitional provisions” of the law of Ukraine of April 13, 2020 No. 555-IX “amending the law of Ukraine” on the protection of the population against infectious diseases “concerning the prevention of the spread of coronavirus disease (COVID-19).”
