Its essence is that Putin will agree with international partners to hold another referendum in Crimea, but already under the supervision of all international organizations. “There is no doubt in Russia that the result of the buoy is the same as in March 2014.”
Such a plan has existed for a long time in the Kremlin camps, but the authorities of the aggressor country have so far assessed all the risks of such a decision:
