MES published the calculation of the minimum training cost under the contract
The Ministry of Education and Science has published data on the minimum price for contractual training in each of the 160 establishments subordinate to the Ministry of Education and Science, which train applicants for higher education.
The minimum cost of training on a contract in each establishment is published on the MES website.
“In 2020, the minimum tuition fees for a contract cannot be less than 60% of the funding that the state allocates per student at a particular university. This only applies to 38 of the most popular specialties and will be applied to students entering 2020, and will not affect those who are already studying. In fact, even among future first-year students, innovation will affect up to 16% of current recruitment, “said Yegor Stadny, vice -Minister of Education and Sciences of Ukraine.

The minimum cost of training (indicative cost) takes into account people’s income and cannot be higher than three average salaries in the region. It covers the 38 most popular specialties in public and private universities which will receive public funding. Among them: law, economics, political science, management, marketing, international relations, design, tourism, specialties in information technology and certain specialties in the health sector, notably dentistry , pharmacy, pediatrics and the like. The indicative cost of training under a contract in 2020 is between 6 and 39,000 hryvnias. At the same time, in almost 100 universities and professional higher education institutions, the minimum cost of the contract will not exceed 20,000 hryvnia. And the highest indicative cost of training is only fixed in nine establishments.

The Ministry of Education and Science has noted that the introduction of the indicative cost is due to the fact that the cost of training on a contract does not correspond to the actual costs incurred by the institution, therefore the quality and conditions of training suffer. The introduction of a minimum price for contractual training will make it possible to align tuition fees with real costs and increase the remuneration of teachers.
The Council of Ministers adopted a decision on the introduction of the indicative cost of training on March 3, 2020.
