National Guard apartment scam: NABU and SAP complete investigation
The National Anti-Corruption Office and the Specialized Anti-Corruption Prosecutor’s Office have completed an investigation into the seizure of National Guard property by more than 80 million UAH.

“NABU and SAP have completed an investigation into the seizure of assets of the Main Directorate of the National Guard of Ukraine in the amount of UAH 81.64 million. On May 8, 2020, seven suspects and their defenders opened documents before the indictment is sent to court, “the statement said.
As noted, the suspects include the former Commander of the National Guard of Ukraine, the former Deputy Head of the Main Directorate of Housing and Armed Forces Operations, the former Deputy Head of the Department of Centralized Settlements, Accounting and reports from the Financial and Economic Department of the Main Directorate of Housing and Operations, the former Ukrainian MP, the beneficiary owner (controller) of Ukrbud Development LLC, executive and general managers and deputy general manager of Ukrbud Development LLC.
As the investigation established, in the 2000s, the Main Directorate of Internal Troops of the Ministry of Internal Affairs of Ukraine (later reorganized into GU of the National Guard of Ukraine) and the construction company concluded an agreement under which a residential complex with integrated parking lots and non-residential premises was to be built on the territory of the former military unit.

In exchange for about 1 hectare of land in the center of Kiev, the National Guard was to receive 50 apartments and 30 parking spaces in a residential complex.
However, thereafter, in 2016-2017, the parties concluded additional agreements, according to which the National Guard refused these apartments and parking spaces in Pechersk in exchange for 65 apartments in the house, as the same development company was building on the outskirts of Kiev (near Krasny Khutor metro station “).
The cost of these apartments, established by the examination carried out as part of the preliminary investigation, is 81 635 448 UAH lower than that in which the apartments were estimated, which the National Guard should have received at the start of the agreements .
As indicated, on April 3, the WAKS investigating judge partially acceded to the prosecutor’s request and ordered that the ex-president of the Ukrbud company, Maxim Mikitas, be collected from the state deputy for 80 million hryvnia bail for violating its procedural obligations.
At the same time, the judge decided to apply a new preventive measure to the suspect – in the form of a pledge in the amount of 100 million hryvnias with assignment of the corresponding functions.
On April 29, the WAKS Appeals Chamber decided to collect 30 million hryvnias from Mikitas’ donation pledge from government revenues. The former president of Ukrstroy Mikitsa is suspected of appropriating National Guard property. With him, the suspect in the case is former NSU commander Yuri Allerov.
