The National Bank of Ukraine has updated the requirements for registration of payment systems, participants in payment systems and payment infrastructure service providers. This was reported on the NBU website.

Regulator Simplified Payment System RequirementsWhose payment organizations are resident. Such companies no longer need to consider regulations related to financial monitoring and some issues of oversight. Henceforth, these provisions should be reflected in the internal documents of the payment organization of the resident payment system.

Such internal documents must be developed by the National Bank within three months from the date of filing the payment system information in the register, but the transfer of funds before the day.

In addition, the regulator has made it easier to fill documents for submission to the NBU. In particular, it provides for the provision of information certificates in the form of questionnaires to register participants in payment systems and payment infrastructure service providers, as well as detailed requirements for regulators to register indirect partners in payment systems. , Whose payment organization is resident.

Document requirements clarifiedFor the purpose of registration of international payment system presented to the National Bank, whose payment organization is non-resident. At the same time, the changes which are already agreed to by the NBU, changes take place that do not need to be finalized.

Participants in the payment market must take new requirements of documents into account when making subsequent changes. Documents can now be submitted to the National Bank Electronic – Authorized Person with CEP.

The National Bank also provided for the possibility of obtaining a duplicate certificate of approval of the regulations and a registration certificate certifying the registration of an agreement on participation in a non-resident international payment system in case of loss or damage. .

The relevant changes are contained in NBU Decree No. 92 of July 1, 2020, which will come into force on July 11.
