Nemchinov assured EU ambassador that changes to laws will not affect appointment of officials

Minister of the Cabinet of Ministers Oleg Nemchinov assured the European Union Ambassador to Ukraine Matti Maasikas that the changes in the procedure for the appointment of officials for the quarantine period will not affect the transparency of this procedure.

This was discussed during a telephone conversation between the minister and the diplomat, the government press service said.

It should be noted that the conversation took place on the initiative of the EU Ambassador, who asked questions about the implementation of Cabinet Decision No. 290 of April 22, “Certain questions regarding the appointment to the public service for the quarantine period established to prevent the spread of acute respiratory diseases COVID-19 caused by coronaviruses in Ukraine SARS-CoV-2. “

The main issues raised during the conversation related to the fact that quarantine and other forms of distancing during public service tenders will be delayed, contractors may become generalized and tenders will become increasingly winners.

“The Minister has assured that the contracts will be exclusively urgent, will not offer advantages in the context of the competition and will not last more than 4 months after the end of the quarantine. The Ukrainian National Agency for Public Service will develop a competition mechanism that will work even in the event of quarantine (remote competition), and will also constantly monitor the status of selection and statistics, “said the government.

It is also reported that the new procedure provides for the right of citizens to access the public service by submitting documents (curriculum vitae) and an interview based on their knowledge and achievements.

In addition, it determines the exclusivity of the cases of announcement of selection under the responsibility of the heads of the organs of the State who took these decisions.

The procedure determines the compulsory verification of the requirements for candidates provided for in Articles 19 and 20 of the Ukrainian Civil Service Law (relevant training and experience, including knowledge of one of the official languages ​​of the Council of Europe for the category “AT”).

The Cabinet added that this procedure guarantees the publicity of the decisions concerning the selection and the publication of the winners via the Unified Vacancy Portal.

As reported, since March 12, the government has introduced quarantine in Ukraine to combat the spread of COVID-19 coronavirus infection. In particular, commercial establishments were closed, with the exception of grocery stores, pharmacies, petrol stations and banks. Work on the Kiev, Kharkov and Dnipro metros, the circulation of land transport in cities, interurban and interregional road, rail and air services have also been suspended.

The first quarantine was introduced until April 3, then extended until April 24.

On April 22, the Cabinet of Ministers extended quarantine until May 11, 2020.
