Ombudsman explained where they should treat children in shelters

Children deprived of parental care should receive medical care in the hospitals of the social establishment where they are.

The relevant information was published on the website of the authorized representative of the Verkhovna Rada for human rights, Lyudmila Denisova.

<< The Ombudsman has been informed that, under the conditions of the medical reform, children who are temporarily placed in shelters, social and psychological rehabilitation centers, support centers for families and children cannot be subjected to 'medical examination in health facilities on the site of the facility, because they are not set clear rules to provide free medical care to these children, "said the report.

At the request of the authorized representative, the National Health Service of Ukraine explained that medical care for children in social welfare institutions is provided by the public and municipal health facilities on site.

Ombudsman notes that children who are temporarily placed in shelters, social and psychological rehabilitation centers, family and child support centers should receive primary medical examinations and medical examinations, as well as primary medical care directly on the site of such an institution. In this case, the conclusion of a statement with a doctor is not required.

In addition, it is stated that the medical staff of the establishment where the child is temporarily staying may also be referred for specialized and highly specialized medical care in the establishment’s health establishments.

This information has been communicated to all regional state administrations to be divided between subordinate health services and children’s services in order to guarantee children’s right to health.
