Publication of the law on “self-isolation” and “observation”



The law “amending the Ukrainian law” on the protection of the population against infectious diseases “to prevent the spread of coronaviruses (COVID-19)” was published in the parliamentary newspaper “Voice of Ukraine”.

The law updates the concept of “self-isolation”, “observation” and “specialized hospitals” used worldwide. Establishes the legal basis for the application of modern tactics to combat the spread of infectious diseases.

Temporary measures are envisaged for the rapid establishment of specialized temporary hospitals and the participation of medical personnel in the provision of medical care to patients with coronavirus.

In addition, the law offers the heads of health establishments the possibility of involving the following categories of specialists in the provision of medical care: scientific and pedagogical employees of higher education establishments of higher education (postgraduate), training of personnel in the health sector, as well as other persons holding a specialized medical certificate and persons concerned in the medical category.

The standard necessary for the processing of citizens’ personal data is temporarily introduced in order to introduce modern anti-epidemic measures.

“It is permitted to process personal data without the consent of the person, including data concerning the state of health, the place of hospitalization or self-isolation, the name, the first name, the patronym, the date by birth, place of residence, work (study), in order to combat the spread of coronavirus disease, in the order defined in the decision to quarantine, subject to the use of this data only for implementing anti-epidemic measures, “says the document.

As Ukrinform pointed out, the law “amending the law” on the protection of the population against infectious diseases “concerning the prevention of the spread of coronaviruses (COVID-19)” (no. 3320) was adopted by the Verkhovna Rada at an extraordinary meeting on April 13. On the same day, it was immediately signed by the president of the Verkhovna Rada. The president signed the law on April 16.
