The Verkhovna Rada Law Enforcement Committee will hold a closed meeting on June 1, where it will review the situation around the Kagarlyk Police Department.

“On Monday, June 1, 2020 at 3:00 p.m., an extraordinary closed-door meeting of the Committee is scheduled to take place regarding the situation that occurred in the Kagarlyk Police Department on the night of May 23 to 24, 2020,” the statement said.

It should be noted that the leaders of the National Police and the National Investigation Office will be invited to the meeting.

As Ukrinform reported, law enforcement officials arrested an officer and the head of one of the sectors of the Kagarlyk branch of the GUNP Obukhov department in the Kiev region for rape and beatings. .

According to preliminary information, on the night of May 23-24, 2020, an officer in his office used torture against a woman who was called to the police station as a witness: he put on a gas mask, handcuffed and shot with service weapons over her head, after which raped her several times.

In addition, law enforcement officers used physical force against a man who was at the time at the police station. In particular, threatening the victim of violence, they knelt him, struck him on the head with batons, put on a gas mask and fired a service pistol above his head. As stated, as a result of these actions, the victim suffered rib and nose fractures.

A message from the hospital regarding violence and torture against the victim was received in the evening on 24 May by the Obukhov police department. At 7:40 p.m., police were arrested, investigators from the State Security Bureau were called to the crime scene.

On May 25, the national police chief, Igor Klimenko, signed an order to dissolve the Kagarlyk police department and to dismiss the entire leadership and the chief of the Obukhov district police department. The press service of the national police made a statement on the acts of violence and torture and on the detention of suspects.

On the same day, the GDB said it had opened a preliminary investigation against two police officers who had been arrested on suspicion of rape of a woman. It is carried out on the acts of rape (part 1 of article 152 of the Criminal Code), torture (article 127) and abuse of power, that is to say the commission deliberated by an employee of a body responsible for the application of laws of actions which clearly go beyond the rights or powers granted to it if they are accompanied by violence (Part 2 of article 365).
