Sessions and protection of diplomas in quarantine – The Ministry of Education made recommendations to universities
The Ministry of Education and Science has drawn up guidelines for higher and vocational education establishments to carry out the semesterly evaluation of students, as well as the defense of theses and certification exams.
The corresponding letter was sent by the Ministry of Education and Science to heads of educational establishments, press service of the Ministry of Education and Science.
“Thanks to the working group that has collected, summarized and completed the best practices that educational institutions have already implemented during the quarantine. Thanks to this, we can provide methodological support to universities and colleges,” said Yegor Stadny, Deputy Minister of Education and Science.
It should be noted that the remote communication of participants in the educational process can be carried out using communication tools integrated into the Learning Management System (LMS), e-mail, instant messaging (Viber, Telegram and others), videoconferences ( MS Teams, ZOOM, Google Meet, Skype and others), forums, chats, etc.
The Ministry of Education and Science recommends that educational establishments use a single communication tool when assessing and attesting to pupils and that it be included in their own regulatory documents. Academic councils should make changes and additions to the regulation on the organization of the educational process and / or the regulation on the examination board and provide for the application of the measures proposed for distance assessment in these documents.
In the letter, the Ministry of Education and Science draws the attention of educational institutions to the importance of ensuring good control, in particular the use of authorized access to communication tools, to fix start and end times for students to complete tasks, using random task selection algorithms, etc.
In the methodological recommendations, the Ministry of Education and Science provided algorithms to carry out current and semi-annual monitoring, as well as certification and its documentary support. The ministry suggests that educational institutions protect their qualifications through video communications. A paper copy of the qualification work with the applicant’s handwritten signature can be sent by mail to the examination committee in advance or, when using electronic document management in the educational institution, a copy electronic certified by a qualified electronic digital signature.

The methodological recommendations are at the same time a list of proposals which do not limit educational establishments within the framework of their academic autonomy in the research and implementation of other suitable solutions for organizing distance education.
