As Ukrinform reported, the Department of Education and Science of the Kiev City State Administration earlier issued an order authorizing graduates of 11 classes in the capital not to pass the DPA / Final UPE this year.

However, the Ministry of Education and Science has recognized this ordinance as invalid and as not enforceable. At the same time, current legislation does not give the Ministry of Education and Science or the local executive authorities (or their structural units) the power to release students from final state certification, which has takes place in the form of an independent external evaluation.
