Ukraine must determine position on surrogacy – Denisov
Ukraine should determine the state’s position regarding the commercial service of “surrogate motherhood” or selfless birth, as well as specify the requirements for parents who intend to use this method.
According to the human rights representative of the Verkhovna Rada of Ukraine, Lyudmila Denisova, informed on Facebook following the participation in the online meeting of the working group on legislative regulation of surrogacy issues created by The Nation’s Health Committee, 144 families around the world have now approached the Verkhovna Rada Commissioner for Human Rights regarding the reunion with their children born to surrogate mothers, of whom there are now 155.
“To date, 144 families from around the world, especially from China, Spain, Italy, France, Germany, have approached me regarding reunification with their children, who are now 155 years old. With my assistance and thanks to the joint work of the Ministry of Foreign Affairs of Ukraine, the Ministry of Justice In Ukraine and the National Migration Service, these parents have received the necessary documents to pick up their children and return home. have already left Ukraine, “the newspaper said.

Denisova at the same time stressed that in Ukraine there is no national legislation which would first protect the rights of the child, determine the rights and obligations of parents, as well as surrogate mothers. This question is only regulated by art. 123 of the Family Code and ordinance of the Ministry of Health. According to the Ombudsman, Ukraine must minimize the risks posed by the use of the alternative method of fertilization and childbirth, especially in the context of preventing the sale of children.
“I am convinced that it is necessary to determine the state’s position regarding the commercial service of” surrogate motherhood “or selfless birth, as well as to specify the requirements for parents who intend to use this method, “said Denisova, expressing the hope that an effective and comprehensive bill will be drafted within the working group. , which will protect the rights of the child, will determine the rights and obligations of their parents, as well as surrogate mothers.

As reported by Ukrinform, the Ministry of Foreign Affairs has granted permission to enter Ukraine to 79 foreigners who wish to recover their children born to surrogate mothers.
According to the Human Rights Ombudsman, Lyudmila Denisova, 91 couples approached her concerning the resolution of problems with the documents of 97 children born to surrogate mothers in Ukraine.
In the “Venice” hotel in the capital, which is a branch of the Biotexcom clinic, in early May, 51 children were born by surrogacy. Parents were unable to recover the children due to quarantine restrictions.
