New restrictions related to adoption of legislation on financial monitoring
The new law on financial monitoring, which comes into force on 28 April, introduces a limit of 5 thousand UAH to refill bank cards through terminals. It was announced by the Director of the Payments Department and the innovative development of NBU Alexey Shaban.
Now, to refill the account in such a way for an amount of 5 thousand UAH or more, you will need a mandatory identification – confirm that the re-filled card is related with the help of password or with reading the card. By the end of the year, payment terminals will be equipped with special card readers. In this situation, this rule does not apply to the transfer of money from card to card.
“A bank card is an already identified product, and the bank has information about cardholders,” it was informed.
The new rules will not affect utilities, taxes and other mandatory state payments, payments for goods or services, credit card replenishment up to $ 30,000. In these cases, the identity of the payer will not be required.

Earlier, National Bank said that mobile operators would be able to provide mobile services to their users, including unknown customers. As the NBU Press Service made clear, the concern of mobile operators due to the entry into force of the law is unfounded. After April 28, they will, as before, be able to provide telecommunications services without any restrictions, the National Bank reports. It is necessary to identify and verify users of technical electronic wallets (transit, analytical), and payment for mobile communications will occur without any changes and restrictions.
