Russia has four vertical management lines for the temporarily occupied territories of Donbas. The representative of the Intelligence Directorate General of the Ukrainian Ministry of Defense, Vadim Skibitsky, explained how the aggressor country controls the Ordlo.

Vadim Skibitsky explained how the occupying country controls the so-called “L / DPR”. According to him, there are several verticals of management, namely four.
The first vertical is the strategic control of the presidential administration. In other words, it is a direct oversight of the Kremlin, which was previously managed by former Putin’s adviser Vladislav Surkov. And now Dmitry Kozak, deputy head of the presidential administration, is dealing with the ORLDO question in the Kremlin.
The second direction concerns questions related to the economic management of the pseudo-republics. According to Skibitsky, Russian officials who work in the Ministry of Finance of the Russian Federation are involved here. According to Skibitsky, all economic and financial problems are overseen by Vneshtorgservice.
The third area is that of the special services which operate in Ordlo territory and are directly controlled from Moscow. Skibitsky noted that FSB agents are active in the occupied Donbas territory.
And the last, vertical, expressed by Skibitsky – military. Skibitsky noted that on Donbas territory there are Russian military personnel, who are included in the unified command and control system of the Russian armed forces.
